In addition to the bulletins and guidance issued yesterday and earlier today regarding COVID-19, the following two items have been posted to the mass.gov/coronavirus-disease-covid-19-and-masshealth website:
MassHealth LTSS Provider Information: Related to the Coronavirus Disease 2019 (COVID-19), which outlines certain flexibilities that MassHealth is implementing.
Important Note: that this document will expand in the coming days and weeks, and be refreshed regularly as various measures are taken to support MassHealth members and guide the providers who serve them.

As previously shared, in coordination with agencies across the Executive Office of Health and Human Services, MassHealth/EOHHS have released provider bulletins and additional guidance in response to 2019 novel Coronavirus Disease (COVID-19). Below are the bulletins and guidance email earlier today:

ORP Billing Claims
MassHealth is postponing the starting date for denials for LTSS billing providers that do not include the NPI of an authorized ordering/referring/prescribing provider on their impacted claims. The original implementation date for such denials of April 15, 2020 (for dates of service on or after that date) has been postponed until a date yet to be determined. MassHealth will communicate the new date as soon as possible.

Due to the federal allegations of Anne Lynch who was affiliated with Lynch Associates, our present lobbyist firm, the MCAFC Board of Directors has voted to end our relationship with Lynch Associates effective immediately. Great news! The AFC rates have been posted: https://www.mass.gov/regulations/101-CMR-35100-adult-foster-care
Also, Mass Health is in the process of adjusting the Adult Foster Care claims for retroactive rates effective May 1, 2019. These adjustments account for the rate increase indicated in the revised AFC rate regulations, which was promulgated on May 17, 2019. Providers will see this adjustment in the next 2-3 weeks.

Recently, Representative Tricia Farley-Bouvier (House Vice Chair, Jt. Comm. On Elder Affairs) has filed the MCAFC amendment (#651) relative to a Mass Health meeting with key stakeholders and charting out the future of rate reimbursements for the AFC Program. Representative Farley-Bouvier has asked us to help support the amendment and make some “noise” for it by gathering the support and co-sponsorship of the amendment from the House of Representatives.
We need your help to call, email, and share the attached resources to everyone! We need to reach out to our Representatives to gain co-sponsorship and support for our Amendment!

(a) A brief fact sheet on the amendment – one that contains the language, a brief summary and a rationale;
(b) A “call to action” for MCAFC members to follow in contacting their respective Representatives;
(c) If desired, an e-mail template for MassHealth members within the AFC program to use.
Representatives can co-sponsor amendments throughout this week. The budget will be debated, starting Monday, April 21st. We need these calls / emails made this week!

The Massachusetts Council for Adult Foster Care (MCAFC) will visit the State House to educate legislators and their staff about the importance of Adult Foster Care to individuals and families throughout the Commonwealth.
The MCAFC is looking for as many people as possible to come and visit with legislators and their staff. We want them to meet the individuals, families, and friends of Adult Foster Care. We will share information and stories to spread awareness and to advocate for sufficient funding for the Adult Foster Care program.
